Billing disputes District of Columbia

I am writing to dispute recent correspondence from Discover Financial Services. I reported fraudulent charges to my credit card but they remain on my account. I timely notified the companies I never received any goods or services and the companies agreed to take the charges off the account, yet Discover continues to place the fraudulent charges to my account. This is very - to me as I am a victim of identity theft and insurance fraud. Please help me.
