Why is it that banks will offer Balance Transfers at 0 % interest but wo n't lower an existing interest rate? I 'll tell you why. The financial institutions in this country are out of control again, and I " WILL NOT '' bail them out again. I, like - other Americans were so - the last time, I may never get to retire. Do something about the financial institutions in this country before it 's to late.
