Identity theft / Fraud / Embezzlement Pennsylvania

There is currently a credit card on my credit report from Discover Financial. I have called several times in an effort to resolve the situation to no avail. The account in question is under my ssn # and another persons name, but also has me as an authorized user. I have never had a account with discover financial and i have told them this several times and i have been a victim of identity theft and i am still currently battleing the issues from this, and every time i talk to someone at Discover they say it will be handled and it never is.
