Capital One Debt Collection Complaint

Capital One Debt collection department,

Credit card Disclosure verification of debt Not disclosed as an attempt to collect Pennsylvania

I would like to know, where and who do I need to get in contact with to try and settle a charge off on my account. The Credit card company is telling me its the collection agency and the collection agency is telling me the credit card company that can update and remove the negative report when it 's paid.. Please help me with who and where I need to go.
