I was issued a prepaid debit mastercard several months ago by Citibank in the amount of $700.00. I used all but $170.00 and the card expired -/-/15. I called today at - and asked them to issue me a new card so I can use the rest of my cash. They told me no, that I could not have another card. I asked if they could cut me a check then for the balance, and they said no. I asked for a supervisor and was also told this. I do n't understand what gives them the right to keep my money? Life happens, and I 'd been saving that card for school shopping for my children. I logged into my account with them and saw that it still had a balance.
