I received a confirmation and GE Capital failed to contact me on Monday, - -, 2015, to inform me of an unsuccessful transfer. This failed transfer caused a check made out to the IRS to be returned for insufficient funds. The IRS penalized me 2 % on the amount due and 3 % interest.
