Citibank Credit Card Complaint

Transaction issue

Citibank Credit card department,

Transaction issue Alaska

I purchased an item in - from a vendor in the -. This vendor knew we lived in Alaska and charged shipping at the time of purchase. Turns out that in - when finally ready to ship the product they dumped it off with a shipping company and never checked back up on it until I continued to follow up. Turns out they could not figure out how to ship it and a shipper that we mentioned shipped to Alaska was almost quadruple the price they charged us for shipping. I opened up a dispute with both paypal and my credit card company Citibank Costco Visa in -. Once the vendor knew there was a dispute open he tried to salvage the transaction by telling us he was going to re-collect the item and box it according to USPS standards to send it -. He asked if I could close the dispute in order to submit an invoice for the extra $200.00 in shipping that it would cost us to go this route. I then closed the dispute with paypal and my Citibank Visa. I have not received the product. I as not invoiced for any additional $200.00 because it appears the vendor can not ship the item. I am not able to re-open a dispute with paypal or my Citibank Visa. I do not think that is right because if a customer does not receive a product, they should be eligible for refund despite the original transaction happening in - and despite closing the dispute in - 2016. A vendor can and will lie in order to hang on to a person 's money. However, a good credit card company should protect their patron regardless when a product is not received. This product was not and will not be received.
