The software company in - has not been able to deliver my app. I requested a refund from Paypal and they stated that the - payments did not qualify for a refund. Paypal stated that they were willing to refund the - payment if I returned the merchandise that I purchased from the seller. I never purchased merchandise. I purchased a service.
