When Costco transitioned their relationship from - - to CitiBank Visa they automatically took out credit in my name. I had a Visa account elsewhere and did not want the CitiBank card. So before the transition, I informed Costco, but I still got a card in the mail, so I never activated the account and cut up the card. I do not, and have not ever had any relationship or contract with CitiBank. However, many months later, I got an email about a late balance from them. So, I called and found out that Costco had charged my annual member to the the CitiBank Visa card ( which was NEVER activated ), and for some reason that charge was able to post!?!? I called immediately - - ) and CitiBank apologized and forgave the bogus late fees closed the account I never signed up for in the first place... except 2 months later I got another email that I owed them and calling again, they had continued to bill this non-existent account fees despite confirmation of closure. Again, they did forgive the bogus charges. I think this is exactly like - - in that my credit was borrowed against without my knowledge or permission based on a previous relationship with an unrelated financial institution. Furthermore, if I take a not-activated credit card and go to the store and swipe it - obviously it wo n't be charged to the person and wo n't work ... How can a card be charged behind the scenes that is not and was never activated? Then, I only received notice many months after the institutional fraud based on accumulating fees.
