I bought a house in -, refinanced at $320000.00 with Cardinal Financial in -. Assessed value was $340000.00. Made improvements to the house that resulted in a higher value. Cardinal Financial sent out an appraiser on my cost. The appraisal came back at $400000.00. Cardinal Financial has in their eligibility criteria a minimum seasoning requirement that is waived if improvements are made resulting in a higher appraisal value. They are now refusing to waive the seasoning with the excuse " How do we know the improvements resulted in the higher appraisal? ''
