Paypal resists providing credit for items ordered but not received. I ordered a particular - - but did not receive it ; instead another kind that I did not order was sent to me. This was an internet sale and the seller did not provide an address or telephone number. It is not clear where the business ( - - and - ) is located. Possibly, it is not in the U.S. The only way to contact the seller was through email ( -- ) but they did not respond to the email I sent about this. Thus, I had to get the refund from Paypal itself. Paypal subjects people to very long wait times. After you reach the first person, you are transferred to their " dispute '' section. However, in fact, you are simply transferred to a bunch of recorded garbage, most of which tries to get you to use their website. I had to wait another 5 minutes to get the dispute department. When someone answered the phone with a heavy foreign accent that made it difficult to understand what was being said, I gathered that they would contact the secret seller that ensures that its customers can not contact them directly. I reiterated my request that I be refunded the amount of the product, a small tree, for $21.00 plus half of the shipping cost, $6.00, for a total of $28.00. It is not clear if or when the credit will be granted. The receipt number that Paypal emailed to me on - - 2016 was -. It is now over a month since I was charged for something I never received.
