FHA mortgage Loan servicing, payments, escrow account Florida

On or about - - my roof was damaged in a storm. I contacted my insurance company they sent someone out and they agreed to replace my roof. Funds were disbursed to the lender QBE/Seterus License # - approx. $19000.00. We selected - - to complete the repair because of their outstanding reputation here in -, FL. QBE/ Seterus refuses to start the repair process on my roof by releasing funds to the roofer unless I can find a roofing company that will agree to sign their Contractors Conditional Waiver of Lien attached here with. I have called - roofing companies here in - Florida and all refuse to sign such a waiver. Seterus then told me to go hire an unlicensed contractor to do the work???? Since - the roof has become more and more unstable and is now leaking down the walls of the home and the a/c unit has filled with - mold and has stopped working properly. The home is becoming completely uninhabitable and the damage continues to mount. Please Help Frustrated and Furious that Fannie Mae allows servicers like this to handle their affairs.
