Identity theft / Fraud / Embezzlement Ohio

I 've got several fraudulent charges on my Discover Card. Some of the charges I was able to dispute online and some I could not. So, I sent them several letters about my disputes. They claim they have not received the letters and I should call about the dispute. I ca n't call because I 'm -. I ca n't use relay services and I do n't have any family/friends nearby. It 's absolutely ridiculous that they ca n't look into my disputes without a phone call. There are - large fraudulent charges I was unable to dispute online and they 're giving me the runaround about them.
