FHA mortgage Settlement process and costs New Hampshire

I called my local wells fargo to get a refinance on my loan that is - and bring it down to - they told me I would n't have to pay closing costs because of the FHA - program that has been around for years. well 3 years ago and 1 year ago I called wells fargo to tell them I wanted to refi and they told me I had to pay closing costs. so ithought I could never do it because I did n't have the money, not knowing they misled me to believe that there was a program they never told me about.
