PayPal Credit Card Complaint

PayPal Credit card department,

Unsolicited issuance of credit card Michigan

I was using my PayPal account to purchase an item on EBAY. When the option for PayPal came up I selected pay and link my accounts. PayPal asked for confirmation and the last four of my social security for security purposes. Two seconds later I have a credit card I did not want! They ran a hard check and will be on my credit report for two years. Can I please get this inquiry removed? What can I do to stop PayPal from doing this to other people? They are deceiving and stealing peoples money.
