Transaction issue Kansas

A Man - called, - - - - - ... we talked for several weeks about a loan transfer with no interest for the entirety of the balance, pay $700.00 up front and then transfer for a interest free note. I got the paperwork and it is set for a 22.5 % rate!!! I did not agree to this. I have called Barclays many times trying to straughten this out. No relief. They have closed this acct. and are pusuing payment. I refused to pay until they gave me what I agreed upon. They say they do not know who offered this to me, I have been misinformed!
