Credit card Disclosure verification of debt Not disclosed as an attempt to collect Mississippi

I defaulted on a Macy 's account -/-/-. The account is now listed with Citi -. I have called them at - a month ago and was told that it is past statue in my state - Mississippi - and they would not accept my voluntary payment. I explained that it was still reporting every month negative on my credit and I was told that is - different laws. ( statue and credit reporting ). I disputed the accounts with the credit bureau, but it remains on my credit. I called again yesterday, - and received the same response from Citi. I spoke with the supervisor today, -/-/- and was once again told that I can not pay this debt and that it will not be removed from my credit until the - year mark. How can this report to my credit and not allow me to pay the debt to obtain a home mortgage. The balance is only $280.00
