PayPal Money Transfers Complaint

PayPal Money transfers department,

Domestic (US) money transfer Fraud or scam South Carolina

I found tickets from - for - seats at the - - concert in - on - -. I bought these tickets from the seller and payed him through pay pal. The amount was $490.00. When I got to the concert the tickets that he sent me were not valid and I had to purchase additional tickets at the door. I have contacted the seller and he keeps avoiding refunding my money.
