Unsolicited issuance of credit card Pennsylvania
Paypal issued me a credit card for which I did not apply and began charging late fees even after the initial charges were paid. I did not request the credit card and they continue to charge late fees on an outstanding balance '' that consists of monthly late fees, not purchases.
