APR or interest rate New Jersey

In -/-/- my Lowes Credit Card rate on purchases was 24.99 % APR, in -/-/- it was raised to 26.99 % APR. When I called about the reason for the increase, the explanation I was given that is was a corporate decision and went into effect for all customers and that it is line with all competitors rates. My Home Depot card is not that high, nor is my - card. I have an issue with this rate as it is only 3 % below the Criminal Usury Statute here in NJ. I will attach statement from -/-/- and -/-/-.
