Incorrect information on credit report Account terms New York

HI, In applying for a credit card I was denied which surprised me because I pay all my debits. However, I have a problem with social security administration with an overpayment. The overpayment is in dispute and has been for over 2 years now. In the meantime, we have set up an agreement that I pay them $120.00 per month until a decision on the amount is made, and I have paid every month. My credit is damaged and it should not be, and I do not know how to correct this problem.
