FHA mortgage Loan servicing, payments, escrow account Ohio

We paid off our loan on -/-/16. They held on to our escrow money until supposedly disbursing it on -/-/16. It 's now 24 days since disbursement date and 42 days since paying off the loan and we still have n't received any funds. This should have been part of the settlement of the pay of the loan, not something where they hold on to my money for months after paying them off. I 've reached out to them 7 times now. I receive no communication back from them. The only time I got a hold of them, they told me to wait another week and I should get it. That was on -/-/16! It 's now -/-/16!
