Citibank Credit Card Complaint

Every time I have a - balance on my Macy 's credit card, I get a $2.00 charge. For what? I have called and they say I do not have to pay it, yet, others who have n't paid, had it accumulated and then got charged late fees! So I pay it, but it is n't right. If I have a - balance, then I owe, NOTHING. Also, I noticed in collecting my bills to file this, I have been charged $2.00 on top of interest!
