Unsolicited issuance of credit card Texas

I went into Home Depot located a - - - -, Texas to purchase some home products. At the cash register, the cashier indicating that they had special promotion because of -. She took my personal information ( drivers license & social security number ) but never indicated that she was submitting an credit card application. She told me that when I got home to just throw away my receipt. A few days later, I was surprised when I received a Home Depot credit card ( issued by Citibank N.A . ) in the mail. The cashier should have been clear that she was submitting an credit card application as this could negatively impact my credit score.
