Conventional adjustable mortgage (ARM) Loan modification,collection,foreclosure California

I submitted a package for a loan modification but was told that I was not going to be reviewed for any options to avoid foreclosure. The lender stated they sent a letter explaining but I never received any letter and am unsure why they can not help me save my home.
