Citibank guaranteed an annual fee refund when I downgraded my Citi ThankYou Premier card ( which carries a $95.00 annual fee ) to a Citi ThankYou preferred card ( which carries no annual fee ). Despite several attempts to contact, and request my refund, they refuse to respond.
