International money transfer Wrong amount charged or received California

PayPal insists on charging their exchange rate when I make a purchase, and makes it difficult if not impossible to opt to be charged in local currency. I have a US credit card that offers me the spot exchange rate for foreign currency transactions so obviously I choose to be charged in foreign currency instead of having PayPal opportunistically give me their above-market rate. Please force them to at least offer the option of being charged in local currency.
