Checking account Using a debit or ATM card New Mexico

I had charges from - in my bank statement from -/-/- monthly thru -/-/- the amount initially was $12000.00 and the highest charge is $150.00. The total charges were $1300.00. I contacted the Bank and they contested the charges. The Bank representative indicated - did not dispute the charges and credited back $410.00 based on the 60 day liability but they recovered a bit more. The debit card in question had the - charges and - other charge for it 's life. I have never had insurance with -. - identified the account in question with the bank card number. - would not assist me for confidentiality reasons even though the representative could see that the account was issued to another person. What are my options to have address fraudulent activity when the Bank and - say have done all that they can do?
