Experian Credit Reporting Complaint

As of - -, 2016 I became aware that I was a victim of identity theft. I have since contacted all three credit reporting companies, including Experian, and found out that apparently whomever had stolen my identity had also gone so far as to establish an online credit monitoring account with Experian as well. So far, as of this morning there are multiple " inactive '' accounts with my personal information like ; SS #, Date of Birth, address etc that are presently associated with a completely different name. I have spoken to the Experian credit monitoring service a total of ( 4 ) times within this past week, with the most recent being for 2 hours yesterday over the phone, and they continue to tell me that these accounts can not be closed but they are inactive. Unfortunately, because of this I am unable to establish a member account online so that I may monitor my credit more closely in hopes to better avoid and prevent identity theft from happening to me again. I have tried on multiple occasions, waiting a minimum of 24 hours in between each attempt while also trying to create new accounts with new emails, passwords, payment information, etc. to no avail. I simply can not understand why there appears to be no one that can help me establish a monitoring account. You would certainly think that they would want my money for obvious reasons, but if for nothing else I would certainly appreciate someone helping to remove these accounts, however many there are, so that I may legitimately establish my own.
