Checking account Problems caused by my funds being low California

On -/-/16, Citibank charged ( and debited my checking account ) a low balance fee and overdraft fee totaling $59.00 on a savings account with a $0.00 balance that I requested to be closed. I had requested the account be closed in - or - 2016. I had the same problem on -/-/16 when Citibank charged the same $59.00 low balance fee and overdraft fee. I was able to get the - fees reimbursed after a long phone call that had to escalate to a manager. No fees should have been charged as I have now requested this account to be closed twice.
