Improper use of my credit report Received marketing offer after opted out Washington

I was seeking information on lower interest rates for mortgages for my Daughter. When the form asked for my SSN, I opted out not wanting to give my SSN since I was not inquiring for myself. At this point I assumed it would close the form and no harm done. This appeared as a hard inquiry on my - and Equifax Credit Report that resulted in lowering my Credit Scores.The company that filed the inquiry was - -.
