Non-federal student loan Can't repay my loan can't get flexible payment options

AES/PHEAA Student loan department,

Non-federal student loan Can't repay my loan Can't get flexible payment options California

Called them several times to work out a reasonable payment option. They say that they ca n't do nothing to help me out. I am having finical difficulty at the moment. I was up to date on my loans for a good year, but now I am in a slump and they are not willing to help me out so we can resolve this issue.
