Amex Credit card department,
I made a purchase using my AME- credit card that went thru my paypal account. The services provided were not provided and I asked the merchant for a refund. The merchant responded that they would provide a refund as soon as possible and did n't follow through. I put the charge in dispute and expected AME- to credit the charge. Now AME- is ignoring my documentation and telling me it is up to the merchant to provide me with a credit.
