I purchased and item from a merchant and used PayPal to pay because of the buyer protection program, I received the item 30 days later and damaged. I contacted the seller and did not respond I filled a dispute with PayPal, unfortunately they did not investigate the case and decided it in favor of the Seller. I sent the pictures of the item showing the damage and the email from the seller who later had accept to refund money based on the damage, I was surprised that PayPal would insinuate that they can not rely on information provided by me, yet they can rely on information provided by the seller in - to make a determination. I have forwarded the emails to PayPal sowing the conversation and the pictures of the items and still no determination has been made.
