M&T Bank Corporation Bank account or service department,

I bank with M & T and I told them several times that if my checking account does not have enough funds in it to pay for items or services, not to pay the bill or allow bill collectors to debit my card. I want to opt out for the bank to cover fees not in my bank.I signed a form for this at-lease three years ago. On -/-/2016 - EFax services ( - ) - debit my card before my trial period is up without my authorization for - and on -/-/2016 - - - did the same thing in the amount of $28.00. I owe the companies money, but they debit my bank card. I normally pay for my services and items on line. My complaint is I do not want M & T bank to pay for items or services when the fee is not available. I want to stop creditors from billing my card without my permission. I spoke to the bank on several occasions about this and even signed a form. I want card protection to authorize withdrawal upon my approval.
