Checking account Problems caused by my funds being low Florida

I have been getting charged $36.00 for NSF OD fee by Regions bank in the amount of $250.00 in the last month from -/-/- to -/-/-. I called them and they stated that I opted in however I never did this. If I had a - balance I should have been declined however the bank stated that they would cover transactions up to $500.00 and for ever charge with insufficient funds they would charge me $36.00. I stated I never signed or agreed to an opt in and they wo n't refund me back.
