I made an on line purchase of a class ring in - 2015. The vendor used PayPal as a method of payment. Having purchased several items using PayPal who has my credit card on file there was no problem. After several weeks of not having received the item, I gave the vendor a deadline to have the item delivered or the purchase would be cancelled. The item was not received and there were no charges on my credit card so I assumed to purchase was cancelled. Sometime in -/-/- or -/-/- I received a bill from Bill Me Later/PayPal for the item. I contacted PayPal and - - and advised them I never opened an account with them and that the purchase in question was to have been placed on my credit card. I requested copies of my loan application, loan contract and disclosures, none of which have been provided. I attempted several more times to obtain documentation, all requests were ignored. I continue to receive statements and now I received a collection letter from a collection agency. This account was and is a fraudulent account not authorized by me and should never have been opened. I advised PayPal that the purchase was cancelled and that they should contact the vendor if they paid him.. The representative told me it was not their responsibility to resolve the issue however it is my understanding that since they did open an account on behalf of PayPal that under the Holder in Due Course Doctrine, they do have a responsibility. Either way, I did not authorize PayPal to open the account and from what I can tell, I am not an isolated incident.
