I made - purchases with my PayPal - - - for wine " futures '' - wines which I pay for now, that will be delivered up to 2 years later. Unfortunately, the merchant, - filed for Chapter - Bankruptcy protection ( during the 2-year waiting period ) on - and wo n't be shipping the wine to me. I have neither received the product, nor a refund from -. PayPal - - - is refusing to issue a refund, stating that they only have - from the date of the transaction, to start a dispute. Unfortunately, the clock should start after the product was supposed to be delivered, not after the initial transaction. - - - wines are often purchased as " futures '' two years in advance of receipt.
