Credit reporting company's investigation Inadequate help over the phone North Carolina

On -/-/- an inquiry on my Equifax shows for - - - - -. I disputed this item with Equifax and was told to contact the creditor. I sent letter to creditor 's address and letter was returned unopened from USPS with yellow sticker indicating that this was a bogus address. I sent the letter to Equifax with explanation asking them to remove inquiry that it was fraudulent. They sent back a request that I contact the creditor. I called - and spoke to -, her supervisor, then -, then -, then finally supervisor, - who said I needed to file complaint with FTC. SUMMARY : Inquiry on Equifax dated -/-/- Confirmation # - can not be removed by Equifax , nor can they help me to get in touch with whosoever filed it for - -. Please help.
