Unsolicited issuance of credit card Oregon

I check my credit report regularly, and I noticed today that in -, 2015, Paypal Credit performed a hard inquiry which I did not authorize. I already have such an account and neither my wife or I applied for another. In contacting them, they only have record of an application for credit with my SS number, which is incorrect.
