Billing disputes North Carolina

PayPal Credit is charging me late fees and deferred interest charging and not properly processing my payments. I send two payments in for $1000.00 and $45.00 on - -, 2015. Today I was informed that my payments were not processed and I have been assessed $100.00 in interest and $35.00 late fee. My bill is not going down and I keep getting hit with late fees.
