PayPal Money Transfers Complaint

PayPal Money transfers department,

Domestic (US) money transfer Money was not available when promised California

My PayPal balance of $5400.00 has been withheld by PayPal. I already submitted - complaint about this issue, and yesterday, PayPal filed a reply, promising : " On - -, 2015, PayPal made your full Account balance of $5400.00 available for withdrawal. '' However this is not true. I have tried many times today to withdraw my balance as promised and the account is still blocked. I can not initiate any withdrawal.
