VA mortgage Loan modification,collection,foreclosure Washington

Failed to pay service provider. Will not communicate. I am an independent fee appraiser. Nationstar ordered a foreclosure appraisal through the Dept of VA. they will not pay or communicate with me. I have sent several billings, put into collections, requested help from the VA and still have not received payment. Due to not communicating, I am filing a complaint and a congressional inquiry.
