PayPal Debt Collection Complaint

My PayPal account was compromised by someone in - ( I have an email from PayPal in - indicating the addition of a bank account ), who transferred $480.00 to an account in their control. When reported to PayPal as fraud, they issued a refund of the $480.00 fraudulent charge. They later rescinded the refund, and are now trying to collect the sum, and are preventing me from using their service until I re-pay the amount I was defrauded.
