I used Paypal to submit a payment to - - - -, for a car service on - -, 2015. - advised me later that day that the payment had not been successful, and asked me for an alternative payment method. Meanwhile, Paypal confirmed that I had been charged the cost of the service and that the funds had been transferred to -. To date, - refuses to permit me to use their service because they claim there is a past-due balance for that ride. I submitted a dispute through Paypal, asking them to follow up with - to confirm with them that the payment had been made or, in the alternative, to refund my payment so I could use another payment method with -. Because of the limited functionality of Paypal 's dispute process, I used the dropdown menu for Unauthorized Use or Transaction Error, '' since it was the only thing that seemed applicable. After all, - does not sell a product for me not to have received or to have received a defective version. I opened the dispute on - -, 2015. On - -, 2015, without having apparently received any response from - to several emails, and without having reached out to me at all beforehand, Paypal closed my dispute because they determined that the charge was not unauthorized. Paypal does not appear to have noticed that I never claimed it was an unauthorized charge, but rather sought their assistance in convincing - that - has already been paid. Meanwhile, - refuses to communicate with me about this issue at all, and does not have a phone number available for contact so I can speak to a real person to resolve my issues.
