Unsolicited issuance of credit card New York

I signed up for a Bill Me Later credit card and the company completely changed locked me out of the website then charged me late fees and sent me into collections and I could never pay the bills because I could n't log into the account when I made a payment over the phone they never recorded it to my account so I have no idea what happened to my money.
