Identity theft / Fraud / Embezzlement California

I am a victim of identity theft but did n't know it until I receive a notice of garnishment from a company named Greater California Financial Services ( GCFS ). I called multiple times advising that i was a victim of identity theft but it lead no where. I recently provided a copy of a police report and an FTC identity theft form to GCFS but was advised by account representative - on -/-/2017 that even though they received my dispute documents they were not going to do anything with them, only to note the account. I was advised by - that they would only accept the police report if it stated who committed the identity theft and that they were caught. I tried explaining that as the victim I have no idea who that would be and that would be a police matter. I asked - how is it possible that I have to solve the crime of identity theft for GFCS to take my dispute seriously. - stated not his problem. I advised - that under the FDCPA guidelines and the CFPB, my dispute would have to be responded upon. - stated he does n't agree with the CFPB regulations and that they change heads all the time and GCFS has been here for 10 years and will not be going anywhere. It became apparent to me that GCFS does n't care to follow any dispute regulations. - at one point stated that a default judgment is proof enough for them and the burden of proof is now on me even though I provided a police report with an FTC identity theft form. - even stated I should hire an attorney and make GCFS pay many court fees which I found his sarcasm disheartening. I advised - that I would be filing a regulatory complaint to which he stated go ahead.
