Citibank Credit Card Complaint

Citibank Credit card department,

- reported my Shell credit card account as being over the credit limit. The only reason that the account was allegedly $4.00 over the credit limit was because of a fee THEY assessed. My charges on the account did not bring the balance to or over the limit. I do not recall any conditions either under the credit agreement, nor under Federal law which will permit a creditor to report my account as being over limit solely due to a fee or charge which THEY added to the account without my knowledge or approval.
