Several months ago, I enrolled a PayPal account so I could receive money for selling some personal items on Ebay. On - - I sold a gold bar in the amount of $1200.00, the buyer of this item paid and I shipped the item. Due to this being a new PayPal account, these funds were held for several days. After the money was made available, I attempted to withdrawal $500.00 of these funds only to have the transaction reversed and account limited. PayPal is now demanding a large amount of personal information from me to " restore '' the account- a task that is very onerous. Furthermore PayPal wo n't respond to my Emails and continues to cite their " User Agreement ''. I am also unable to refund another buyer who paid for an item I sold on Ebay, which creates another issue. Because I can not deliver this item, nor refund it, my buyer has no other recourse to in initiate a dispute ( or possibly legal action against me ) for failing to give their money back to them. I feel PayPal is unlawfully holding my money for an item I sold, and will not allow me to refund a second buyer for another transaction.
