I transferred money using PayPal to another account holder in the US. The recipient then asked that I do an ACH transfer instead and cancelled the PayPal transfer. I checked and saw that the PayPal debit had not yet gone through and so I sent the ACH transfer. Later that same day, the PayPal debit still went through, which overdrafted my checking account. Eventually, that payment was credited back to my checking account, I complained to PayPal about the overdraft fee, and they refunded it to me. Now, 9 days later, I see that PayPal has again attempted to make the same payment which was cancelled, again overdrafting my checking account, and again causing my bank to charge me a fee. This payment should never have been tried a second time, and if it was going to be tried a second time, I certainly should have been notified of this.
